The
plenary session of the United Labor Party took place on 21 of September 2002.
According to the leader of the party Gurgen Arsenian, today, 3 years later, the
ULP tries to find out the real character of the results of their activities.-
ULP has only nominated its candidate in Arabkir. Why have you replaced propagandizing
shields "Let’s create the future together", "Participation is the
most important" etc.- The ULP city soviet took a decision in his last
session that the party must take part in the elections of local self-governing
by some "echelons", in particularly propagandizing and not only in those
communities where are candidates nominated by the party. That’s why our shields
are in different communities of our city. We have mentioned in every community
the day of election calling the citizens to participate and vote without giving
the name of any candidate.- You have already elucidated on the occasion of
elections that you carry out an experiment and will use only propagandizing and
organizing elements excluding financial levers. Isn’t this a "green light"
for the next candidate?- Both candidates nominated in Arabkir produce the
community. One of them Hovhannes Shahinian produces the young generation of Arabkir
and David Gyulumian who is the member of the ULP soviet produces the elder generation.
We have proposed the inhabitants of Arabkir the opportunity of voting, let them
vote whom they want. The ULP position is just this at this moment; to provide
for the opportunity of choosing and don’t influence on the results of elections
by different ways.- We know different ways, we know the best the power of
different ways. We think in this moment of the development of political system
in Armenia we must show how the election should be held as the main complaint
from the authorities refers to the bad organized elections and the publishment
of non objective results. The best mechanism of restoring confidence for the citizens
is to go and vote and that election mustn’t connect with the repairing works in
their streets, with material assistance. It must be connected with announcement
of positive qualities of the candidates and with the appraisals of their projects.-
Your attitudes towards the former community ruler Levon Haroutiunian was more
radical, you thought that he wasn’t for a team work. There is an impression that
you don’t have such a radical attitude towards this one.- Certainly I don’t
have. I must say myself as inhabitant of Arabkir that people grew up beneath our
eyes. Both David Gyulumian and Hovhannes Shahinian have created their life and
biography in Arabkir. – Will emphasize propagandizing and organizing levers
in the elections of local self-governing excluding the material one? Won’t you
be led by the logic of "business-project" as ULP is often called?-
People interpret negatively "business-project" formulating. But do they
understand what it means? It is too bad when it is absent in projecting any political
activity. As "business-project" includes account of all elements. People
speak of the rule not knowing what it is or speak of the policy not imagining
what really exists in the base of policy. We realize political "pilot"
project in the elections of local self-governing. We want to understand the power
of propaganda element in Armenia, "the pure weight" as we will go to
the next elections more prepared. That’s why we must know all ways to be clear

We said to the ULP leader our observation that it is obvious without any experiment
that propaganda is powerless when others use power and financial levers. We’ll
say what he answered after the elections.
