propaganda of constitutional referendum has already been started but neither the
opposition and nor the authority aren’t so active, the latter waits for Kocharian’s
order.Though declares for a long time that it will start its propaganda
after formation of constitutional headquarters but it isn’t formed yet, it will
be formed in one of these days. The coalition put itself in a bad condition when
it declared that the headquarters must be led by respectable person. There wasn’t
such a person in the whole authority system and society so the coalition has decided
to realize the constitutional propaganda without the head of headquarters, that
means a consultative body will be instead of the head of headquarters where both
political powers and public organizations will be included there. "I think
it will be more important to have a consultative body which will coordinate its
works for everybody’s rights and responsibilities to be balanced,"- the head
of RPA group Galust Sahakian explained us yesterday. "Both press and TV will
be used for propaganda, there will be posters, analyzes in easy way and a special
propagandizing group will be sent to regions which will be consisted if special
public, political organizations and it will be determined in the headquarters
who goes where." New commissions will be formed the members of which will
be efficient persons."Justice" bloc is preparing to an active anti
propaganda and Viktor Dallakian has already written a summon which will be affirmed
in the sitting of the bloc on Saturday. They will try to assure with the help
of that summon that the citizens must go to the voting and to say the decisive
"no" to the constitutional changes. "Justice" must assure
the public that saying "no" to the project of the Constitution it says
no to the "ruling clique which is responsible for the political terror of
"27 of October", it has rigged the elections in 1998 and 2003, used
violence against peaceful population on 13 of April, mass violence and violation
of human rights have become its way of acting and has robbed the people’s property"
