According
to the RNK president Arkady Ghukasian only in that case Azerbaijan will stop propagandizing
and will try to settle the conflict.Yesterday the RNK president Arkady
Ghukasian made declarations of principle importance on the NK conflict. The pessimism
of the RNK president and optimism of the RA authorities made before meeting in
Rambuye after meeting with the OSCE MG cochairmen seems to be only the first contradictions
in the RNK and RA standpoints. Speaking on the NK conflict settlement, A. Ghukasian
said according to "Azatutiun" b/s; "taking into consideration the
circumstance, that there isn’t active negotiating process, I don’t think that
it is possible to regulate all problems in a month or year" and he added;
"what happens between Armenia and Azerbaijan" he doesn’t consider a
negotiating process. "These are simply meetings once in a month or two-three
months between the Foreign Ministers, and once in four-five months between the
presidents. It can’t be considered as a negotiation process. That is the negotiation
process which was holding round Minsk Group, is absent today",- the RNK president
said and underlined that "only in negotiation process and with a real format
when the RNK will take part in the negotiations we can find a way for coming out
from such situation. I have such a resolution when Azerbaijan speaks to Armenia
without NK, Azerbaijan carries out propaganda. When Azerbaijan starts speaking
to Karabakh it will be a signal for me that Azerbaijan tries to regulate the problem."Answering
to the question whether he considers possible NK participation in negotiations,
A. Ghukasian has said; "There is only a way for Karabakh to be involved in
negotiation process. And for that Armenia must refuse of negotiating. There isn’t
any other way. It is natural that Azerbaijan is interested in negotiations, speak
only to Armenia, because they have a good propagandizing effect from that format,
it is easy to prove that Armenia is an aggressor, that Armenia has occupied the
territories of Azerbaijan etc. And since Armenia speaks to Azerbaijan without
NK, Azerbaijan won’t agree to negotiate with the NK. It’s very clear, very obvious".Won’t
the negotiations stop in that case? ‘I understand that there are difficulties
here, if Armenia refuses of negotiating with Azerbaijan, nothing will happen for
a while but this is dangerous for the process, because Azerbaijan must ripen to
return to the format from where we have started. I think that this choice is at
the hands of the leadership of Armenia. They must elect or continue the negotiation
process hopping that there will be a version, which will be profitable for both
parties or take harsh steps refusing of speaking to Azerbaijan till the moment
when Azerbaijan understands that is impossible to settle the conflict without
Karabakh,"- A. Ghukasian said.Azerbaijan still uses the same lexicon.
We have had a great patience. Azerbaijan uses the same terms "territorial
integrity", Karabakh is our inseparable part". Our patience is being
exhausted." Then he added; ‘we must stir up our policy. I think there are
a settlement and a problem of Karabakh international recognition, and here we
must act more actively. I think if it continues in this way, if we see that Azerbaijan
isn’t ready for any concessions, he simply wants to get, we must demand from Armenia
to recognize the RA independence, it’s in first. The second, we must try with
the assistance of Armenia to work for the RNK international recognition, because
our own possibilities are limited. Being unrecognized country, we aren’t produced
in any international organization, we don’t have embassies, and it is natural,
it makes our work difficult".Whether the societies are ready to adopt
the proposed version of settling the conflict. The RNK president is sure; "there
is an atmosphere of distrust, there isn’t any contact, people in Azerbaijan speak
everyday; "Armenians are our enemies, we must liberate our lands by force".
I think it isn’t serious to speak of the NK conflict settlement in these conditions.
This conflict is possible to settle in the atmosphere of mutual confidence, when
both sides listen and trust to each other. Unfortunately such atmosphere doesn’t
