The PACE Delegate Saw Both Improvements and Deterioration in Armenia

We have already informed that today, at the end of its summer session, the PACE discussed the report on the progress of the Assembly’s monitoring procedure June 2011-May 2012. It was presented by Andres Herkel, the Estonian delegate and the Chairperson of the PACE Monitoring Committee.

Although the report and the resolution draft contained many provisions concerning Armenia, our delegates did not make proposals of changes and also didn’t participate in the discussion. The Azerbaijani delegates also didn’t put their names on the waiting list.

During the discussion, our country was mentioned only in the context that it was under the PACE monitoring. And the only assessment of us was made by Norwegian delegate Lise Christoffersen who stated, “It is with pleasure that we note the progress made in a number of countries. We should therefore congratulate our colleagues from the countries that are mentioned in particular, such as Albania, Armenia, Bosnia and Herzegovina, the Republic of Moldova, Georgia, Montenegro, the Russian Federation, Serbia, Ukraine, Bulgaria and Turkey, although there is still some way to go. Changes must be achieved not just on paper but in practice. At the same time, we see worrying developments as well, especially in Armenia, Azerbaijan, Georgia, the Russian Federation, Turkey and Ukraine, most of which are already listed as countries with progress in other areas. In other words, we see concurrent improvements and deterioration in one and the same country.”
