Government Approves Military-Industrial and Military-Technical Policy Strategy

The Military-Industrial Commission of the Republic of Armenia held a regular meeting in the Office of Government, chaired by Prime Minister Karen Karapetyan.

The meeting first discussed and approved the draft presidential decree on military-industrial and military-technical policy strategy of the Republic of Armenia.

Deputy Defense Minister, Chairman of State Military-Industrial Commission of the Republic of Armenia David Pakhchanyan said that the strategy seeks to build up such scientific, technical and industrial-technological potential that will contribute to the competitiveness of defense industry products and organization of export of these products.

Mr Pakhchanyan said that the document was developed based on the experience accumulated during the years of independence and the analysis of the April war. He noted that the purpose of the document is to stimulate the development of defense industry, encourage the development and introduction of new technologies, the development of related technologies, as well as launch local production.

The document specifies the development of scientific and industrial complexes, the founding of the research institute of RA Armed Forces, which will outline the tasks in line with priorities of the Armed Forces and the necessary base data. The strategy aims to set up holdings and concerns with State and non-State equity, involving or creating mandatory research units.

According to David Pakhchanyan, taking the Nation-Army formula as an objective, it is necessary to revise the educational process in Armenia, making an integrated circuit of the school-university-production-science complex chain, which will provide trained specialists.

The document also identifies the priority areas for the development of the military-industrial complex until 2020, a number of provisions have already found a place in the government’s decisions, or are being developed and implemented.

For example, a number of provisions aimed at developing companies were included in one of the government decisions passed in 2016 regarding the establishment of priorities for long-term, medium-term and long-term government entities to support the activities of the military-industrial complex and the forms of support.

The presented document was extensively discussed at the Ministry of Defense of Armenia, by relevant government agencies, organizations, as well as in the Union of IT Enterprises.

During the meeting, reference was also made to other aspects of defense industry development and issues relevant to the military-industrial policy of the Republic of Armenia.
