On February 28, the RA National Assembly continued the work, by voting passed the bills debated on the previous day.
Before beginning the legislative work, the deputies in one-minute silence and standing honoured the memory of Sumgait victims.
On this occasion the NA Speaker Galust Sahakyan said: “Dear deputies, today is the day of the memory of the victims of the massacres organized in Azerbaijan and the protection of the rights of the forcibly deported Armenian population. On February 27-29, 1988 in the city of Sumgait of Azerbaijani SSR massacre and mass deportation of the Armenian population of the city organized at state level by the authorities of the country took place. Those tragic events, to which fell victim our numerous compatriots, once again showed Azerbaijan’s real face, as well as proved that the genocides can be repeated, since the world has not condemned those who committed such crime before. Dear colleagues, please respect the memory of all our compatriots who had fallen victim of national discrimination and animosity.”
Afterwards, the deputies welcomed the teachers and pupils of Yerevan Nikol Aghbalyan N 19 School, who visited the parliament within the framework of the NA Open Doors programme.

The Chairman of the NA Ad-hoc Counting Committee Sukias Avetisyan has informed that Levon Yolyan was appointed the RA Control Chamber (CC) Chairman: 101 deputies took part in the voting, 99 of them voted for them and 2 ballot papers were recognized invalid.
The RA NA Deputy Eduard Sharmazanov congratulated the newly elected CC Chairman, expressing hope that the CC Chairman jointly with the NA deputies and the structure led by him will serve his activities for the development and strengthening of our country.
The newly elected CC Chairman Levon Yolyan thanked the RA President for the confidence and proposing his candidacy.
The bills on Protection of Rights and Social Inclusion of the Persons with Invailidty, on Amending the RA law on Social Security of the Servicemen and Their Family Members, on Amending the RA law on Electronic Document and Electronic Digital Signing, on Amending the RA Civil Code, on Amending the RA Code on Administrative Infringements, on Amending the RA law on Criminal-Executive Service, on Amending the RA law on the Tariffs of Compensation for the Caused Damage to Fauna and Flora, on Amending the RA Code on Administrative Infringements, on Amending the RA law on State Support of the Information Technologies’ Sphere, the bill on Amending the RA law on Technical Regulation and the enclosed legislative package, the package of bills on Amending the RA Criminal Code, on Amending the RA Criminal Executive Code and on Amending the RA Criminal Procedure Code, the bill on Amending the RA law on Preservation of the Atmospheric Air and the package of the enclosed bills were debated in the second reading.
The legislative package on Architectural Activities, on Amending the RA law of Licensing, and on Amending the RA law on State Duty was debated in the first reading.
The RA Deputy Minister of Agriculture Robert Makaryan submitted for debate the bill on Amending the RA law on Operation of Agricultural Technique.
The Deputy Head of RA Police Vardan Yeghiazaryan submitted for debate the agreement on Cooperation and Fighting Terrorism in the Sphere of Security between the RA Government and the Government of the Arab United Emirates signed in Dubai on November 10, 2016.
The Chair of the NA Standing Committee on Foreign Relations Artak Zakaryan presented the endorsement.
The package of the RA draft laws on Amending the RA law on Seismic Protection, on Amending the RA law on Local Self-Government and on Amending the RA draft laws on Amending the RA law on Local Self-Government in the City of Yerevan, the package of bills on Amending the RA law on Social Security of the Servicemen and Their Family Members and on Amending the RA law on Rescue Service, the package of bills on Amending the RA law on Ecological and Nature Use Payments and on Amending the RA Tax Code, the bill on Amending the RA law on the RA Holidays and Memorial Days were also debated in the second reading.
The last hour of the sitting, in accordance with paragraph 3 of Article 35 of the RA law NA Rules of Procedure, was allotted to the deputies’ announcements.
