Open letter to the Prime Minister of Armenia Karen Karapetyan

March 23,2017 10:27

Dear Mr. Prime Minister:

According to the Decree of the Government of the Republic of Armenia N 336-N dated March 24, 2016, AMD 11,000,000 were allocated for the functioning and equipping of a kindergarten in the village of Ditak from the Government reserve fund in the form of a subvention. Since the execution of the Decree was delayed for unknown reasons, the NGO “Armenian Women for Health and Healthy Environment” at a meeting (May 6, 2016) of the National Council for Sustainable Development chaired by the Prime Minister raised the issue asking to speed up the co-financing process of the reconstructed kindergarten. The Government responded immediately, as a result of which the kindergarten was opened serving 40 children.

It should be noted, that the reconstruction of the kindergarten in the village of Ditak was carried out within the framework of a charity program, with the financial support of the Swiss private fund Sourir vers l’Avenir and the assistance of the Swiss Embassy. The Ambassador of Switzerland attended the opening ceremony of the kindergarten. A total of USD 77,500 was spent on the reconstruction of the kindergarten.

Unfortunately, since 2017, the new RA Government has stopped the financing of the kindergarten in the village of Ditak.

Dear Mr. Prime Minister, we welcome your approach to attracting foreign investments. At the same time, we would like to draw your attention to the fact that donors and charitable foundations carrying out investment and charity programs are very attentive to the position taken by the Government in relation to the problems that they help to solve within the framework of their financial support. In this case, the problem concerns the children of the village of Ditak. We are asking you to ensure financing of the kindergarten in the village of Ditak on a permanent basis. We hope that the issue will be resolved positively prior to the arrival of a film crew from Switzerland, scheduled to visit Armenia with the intention to make a film about the above -mentioned charitable program.

Cooperation efforts in charitable investment programs of donors, the Government, local administrations, and NGOs could have a chance to continue involving other schools and kindergartens, which are so badly needed by our children.

Sincerely,

Elena Manvelyan

Head of NGO “Armenian Women for Health and Healthy Environment”
