Former Prosecutor General, RPA deputy Gevorg Kostanyan touching upon the criticism of the oppositionists referring to the CEC chairman Tigran Mukuchyan related to the abuse of administrative resources, vote buying, and recordings, said that the impression is that the Prosecutor General is Mukuchyan. “We have all heard the recording, we are aware, this is not the issue of the Electoral Commission, this is the problem of law enforcement bodies”.
According to Kostanyan, politically it is reasonable to have such a recording and to put the other opponent in an awkward situation, but in terms of the legal process it’s not. “As a member of the electoral commission, as a citizen, I would have a question: could it be that those recordings are fake? Could it be that the recordings are not complete, and there was an intervention, in terms of changing the content? Could it be that the recordings are deliberately created in that electoral process and then publicly presented? It could, but it could also not. But Tigran Mukuchyan is not the person to answer those questions. There are preliminary investigation body, prosecutor’s office, and prosecutor general’s office. If you gave these questions to the Prosecutor General, you would get more satisfying answers than you expect from Tigran Mukuchyan”.
Nikol Pashinyan has published a list of the patrol policemen who have typed lists on the election, according to the fax found in the landfill. Kostanyan said, that if patrol officers make lists, that’s a classic misfeasance. But if it is so, “Tigran is not the subject to say if it is a misfeasance or not, and to give a legal assessment to it. That’s why there is a prosecutor’s office. There might be such lists, but those might also be fake”.
According to Kostanyan, the document found from the landfill cannot be a basis for legal consequences, “If Tigran Mukuchyan started legal procedures based on documents found in the landfill the way that could violate the rights of the other participant in the electoral process, I would sue him myself”.
